Throughout the end of the Cell Stage, it is used for preparing the creature for the Creature Stage, primarily by giving it legs, though this is optional (a creature with no legs can be called a slug). The Early Creature Creator is a type of creature creator that can be accessed by entering in the 'Create' tab and 'Create a Creature' icon, or after completing the Cell Stage.
